Lisa J. Mitchell, B.A., LL.B., MES Lawyer and Environmental Policy Consultant
Lisa Mitchell is a lawyer (Dalhousie, 1991) and principal of LJM Environmental Consulting. She has a Masters of Environmental Studies from the School for Resource and Environmental Studies (Dalhousie, 1994), and over fifteen years of experience working in the areas of environmental law, policy and environmental management.
Lisa’s law practice is exclusively in the area of environmental law with a focus on legislation and policy. She has developed a broad-ranging practice base that includes governments, non-government organizations, private-sector companies and individual clients. The foundation of her legal experience is in the design and drafting of regulatory tools and the communication of those tools to stakeholders and interested parties. Her expertise in this area originated in the challenging field of agri-environmental law and has expanded to include contaminated sites, environmental impact assessment, water regulation and other areas.
Lisa has provided advice and training on environmental legislation and policy in Nova Scotia, New Brunswick, Newfoundland and Labrador, Prince Edward Island and Ontario. She is familiar with the legislative frameworks that address environmental concerns in all of these jurisdictions however she has an intimate knowledge of the Nova Scotia framework based on her role in the development and review of the Nova Scotia Environment Act in 1994 and 2000.
Lisa’s legislative drafting experience and knowledge of environmental legislation also encompasses the federal jurisdiction. She has completed numerous drafting and training projects with Environment Canada and other federal departments and agencies.

Research/Reports
In partnership with Jacques Whitford Environment Limited, completed a summary of federal environmental assessment criteria for Nova Scotia, Prince Edward Island and New Brunswick, on behalf of Prairie Farm Rehabilitation.
Prepared a series of case studies on conflict resolution in agriculture for the Nova Scotia Department of Fisheries and Agriculture.
Prepared a Resource Guide on environmental law and land-use issues relevant to the agricultural sector for the Nova Scotia Federation of Agriculture.
Completed research and consultation on potential incentives for environmental sustainability for agricultural operations in Nova Scotia. In co-operation with ProAgri Consulting Limited.
Produced a text on environmental law issues relevant to agriculture for the Nova Scotia Agriculture College continuing education branch.
Facilitation and Advice
Facilitated a one-day pilot workshop on conflict resolution in agriculture for the Nova Scotia Department of Fisheries and Agriculture.
Facilitated a series of consultative workshops on Environmental Farm Planning for the Nova Scotia Federation of Agriculture. In co-operation with Jacques Whitford Environment Limited
Co-ordinated and facilitated 8 workshops to implement the Nova Scotia Environmental Farm Plan. In co-operation with ProAgri Consulting Limited.
Reviewed and provided advice on the legal aspects of a handbook on occupational health and safety designed for the agricultural industry in Nova Scotia.
Provided support for and direction to the New Brunswick Department of Agriculture and Rural Development on amendments to the Agricultural Operations Practices Act and regulation.
Completed a review of and provided recommendations regarding the New Brunswick Topsoil Preservation Act and General Regulation for the New Brunswick Department of Agriculture and Rural Development.
Researched and prepared a report entitled: Nutrient Management Strategy - Technical and Policy Options for Nutrient Management Planning in PEI for the Department of Agriculture and Forestry. In co-operation with Jacques Whitford Environment Limited.
Reviewed provincial farm practices legislation and provided direction on the development of a policy position for beef and dairy producers regarding the fencing of cattle out of natural waterways.
Provided advice to the Farm Practices Board in preparation for the first P.E.I. farm practices hearing.
Drafted the policy position and basis for legislation on protection of farm practices in Prince Edward Island for the PEI Federation of Agriculture.
Provided support for and direction to the Newfoundland and Labrador Federation of Agriculture on the development of legislation to address the protection of agricultural practices.
Provided advice to the Newfoundland and Labrador Federation of Agriculture Environmental Farm Plan program.
Produced a report entitled “Environmental Farm Plan Program: Description and Analysis of Legal Risks” for Agriculture and Agri-Food Canada
Design and produce a legal newsletter covering agri-environmental issues across Canada relevant to the staff of Farm Credit Canada. Newsletter is produced 6 x per year.
Researched and produced a report entitled Managing Environmental Risk: Business and Market Advantages for Agriculture for the Canadian Farm Business Management Council. In co-operation with ProAgri Consulting Limited.
Teaching/Instruction
Designed and delivered a 3-day course on agri-environmental law for the staff of the New Brunswick Department of Agriculture and Rural Development.
Prepared and delivered 13 training sessions on environmental legislation and agri-environmental legislation for all regional offices of Farm Credit Canada. Training sessions delivered across Canada. In co-operation with Jacques Whitford Environment Limited. |
